Mexico reduces Anti-dumping tax on coated steel coils galvanized, galvalume steel coils imports from Vietnam

The Ministry of Economy’s International Trade Practices Unit (UPCI) in Mexico has opted to revise the tariff rate levied on imports of steel coils galvanized from Việt Nam, as per the Ministry of Industry and Trade (MoIT).

Commencing an anti-dumping investigation on August 30, 2021, Mexico initiated this inquiry following a plea from domestic producers concerning imports from Việt Nam. Subsequently, on September 14, 2022, the UPCI enacted an anti-dumping tariff ranging from 0 percent to 12.34 percent.

In its conclusive findings, the UPCI affirmed that Việt Nam’s steel sector operates within market mechanisms and imposed an anti-dumping duty on Vietnam’s coated steel manufacturers ranging from 0 to 10.84 percent.

Throughout the investigation, the MoIT closely collaborated with the Vietnamese Embassy in Mexico via various channels to convey their perspectives and advocate against the adoption of calculation methods unfavorable to Vietnamese exporters.

The reduction in tariffs by the UPCI in the final determination aids Vietnamese steel enterprises in maintaining their exports to Mexico. This tariff rate is notably modest compared to those imposed by Mexico on steel products, specifically, and other goods, generally, during anti-dumping investigations initiated by the country.

Data from the International Trade Centre (ITC) revealed that Việt Nam garnered $170 million from hot dipped galvanized steel coils exports to Mexico in 2020, and $370 million in the preceding year.

Final Antidumping Determination on Galvanized Steel Coils From Vietnam

On February 24th, 2023, the Ministry of Economy published the Final Antidumping Determination in the investigation on coated flat steel from Vietnam. In its determination, the authority established the existence of dumping and material injury to the domestic production of galvanized steel in Mexico. Therefore, the Ministry of Economy imposed the following:

On August 30th, 2021, the Ministry of Economy initiated an anti-dumping investigation on galvanized steel from Vietnam, which was published in the Mexican Official Gazette. This is the first anti-dumping investigation against Vietnamese goods in Mexico.
