EU Announce The Final Duties on HRC Steel Imports From China:

The European Commission (EC) announced the extension of anti-dumping and countervailing duties on the import of certain types of hot-rolled flat steel products for another 5 years (since 2024).

A request for a repeat anti-dumping investigation was submitted by the European Steel Association EUROFEER in 2022. The association indicated that the expiry of the measures on Chinese steel products (included crude steel – hot rolled coil steel, coated steel coils: galvanized steel coils…) is likely to result in the continuation or recurrence of dumping for the European steel industry. It is impact on the steel manufacturers in Europe.

Anti-dumping duties range from 1% to 31.3%, and countervailing duties range from 4.6 to 35.9%.

The products to which tariffs are subject to the following types of goods according to the positions of customs statistics – 7208 10 00, 7208 25 00, 7208 26 00, 7208 27 00, 7208 36 00, 7208 37 00, 7208 38 00, 7208 3 9 00, 7208 40 00, 7208 52 10, 7208 52 99, 7208 53 10, 7208 53 90, 7208 54 00, 7211 13 00, 7211 14 00, 7211 19 00, ex 7225 19 10, 7225 30 90, ex 7225 40 60, 7225 40 90, ex 7226 19 10, 7226 91 91 та 7226 91 99.

As GMK Center reported earlier, in May 2023, the European Commission extended the anti-dumping measures of the EU duties on the import of certain types of flat rolled steel coils from China. The duty rate remains at the level of 65.1%-73.7%. The relevant decision was made after the anti-dumping investigation was conducted following the expiration of the tariffs introduced in 2017.

In 2022 the European Union reduced imports of finished steel products (such as GI, GL, PPGI, PPGL…) from third countries by 5% compared to 2021. The decrease in the total import of rolled steel to the EU last year was caused by a drop in the supply of flat rolled products by 9% y/y. The import of long steel products for the year increased by 11% y/y.

Ukraine Imposed Anti Dumping Duties For Coated Steel (Galvanized, Galvalume, Prepainted Steel Coils) Imports From China:

The Interdepartmental Commission on International Trade (ICIT) in July 2023 completed an investigation against the import of coated steel coils products from China to Ukraine. The Commission decided to apply anti-dumping duties at the level of 30.7-48.14% from the customs value depending on the steel manufacturing company or trader for a period of five years.

Ukraine has imposed final anti-dumping measures on imported flat rolled carbon steel (such as Galvanized steel coils, galvalume steel coils and prepainted steel coils) with is produced China. The duties will take effect on 12 August, 2023.

The decision followed an investigation initiated by the Ukraine’s Interdepartmental Commission on International Trade in response to a complaint and request from local steel producer/ manufacturers.

The measures are aimed at addressing the issue of dumped imports from China, protecting Modul-Ukraine and Heavy Metal. The two largest steel manufacturers account for over 50% of the nation’s overall production of steel products (such as Hot Rolled Coils steel, ect…)

A definitive anti-dumping duty imposed on China-origin flat steel products of carbon steel, clad with galvanic or other coating, classified in product subheadings 7210 70, 7210 90 and 7212 40. The duty  has been applied for a period of five years.

The final anti-dumping duty rate was imposed:

+ Shandong Hwafone New Materials Co, 30.76%;

+ Shandong Iron & Steel Group Jiangsu Trading Co (for export of goods from Shandong Hwafone New Materials Co), 30.76%;

+ Shandong Huijing Color Steel Co, 48.14%;

+ Ebic Supply Chain Management Co (for export of goods from Shandong Huijing Color Steel Co), 48.14%;

+ Welfull Group Co, 40.53%;

+ Shandong Lantian New Material Technology Co, 41.36%;

+ Shandong Castle International Trade Co (for export of goods from Shandong Lantian New Material Technology Co), 41.36%;

+ Fareast Steel International Limited, 38.70%;

+ Qingdao Honesteel Metal Co, 38.70%;

+ Qingdao Jobofone International Trade Co, 38.70%;

+ Shandong Boxing Huaye Industry and Trade Co, 38.70%.

+ Other steel producers and exporters of from China will receive a rate of 48.14%.
